This paper considers how to estimate the lifetime incidence of taxes and transfers in Australia, and to estimate the effect that the Australian system has on lifetime income inequality, taking account of a wide range of individual heterogeneity. It considers the capacity of dynamic microsimulation models in general and specifically how the SimPaths dynamic microsimulation framework could be applied in the Australian context using Australian data. This work informs the first part of a broader project, examining which Australians can be expected to pay the most net tax over their lifetimes and to whom and when cash payments redistributed.
